     The Sichuan Administration Institute (SAI) is a specialized institution directly under the Sichuan Provincial Government. It was established in 1997 with the mission of educating and training local and regional policymakers and leaders for first-class public service, implementing theoretical research on public governance and proposing policy advice for provincial government leadership. Mr.Wang Ning, Executive Vice Governor of Sichuan province,holds the conncurret post of present of the Institute,while Mr.Li Xin servers as executive vice president.

      Located in the west of Chengdu city with favorable environment and tranquil scenery, SAI has two campuses, covering an area in excess of 44 acres. The Institute gathers a number of scholars and professors working in 16 training departments and 6 centers of expertise to deliver a wide range of training programs, lectures, seminars and events to build capacity in policy analysis, governance, leadership, public administration and emergency management. There are currently about 521 full-time staff members in the Institute, including 45 full professors, 102 associate professors and 85 lecturers, among whom 6 are experts enjoying special allowance from the State Council of P. R. China, 4 are candidates of Provincial Young and Middle Aged Academic Leaders, 5 are experts with Provincial Level Prominent Accomplishments and Contributions, 7 are alternate candidates of Academic and Technological leaders of Sichuan Province and 6 are members of the Committee of Counseling Experts of Sichuan province.

Since its establishment, SAI has been committed to both theoretical development and governmental practice. The Institute adheres to the fundamental goal of empowering government leaders by upgrading and optimizing their knowledge, shaping their strategic and insightful thinking and honing their rational decision making skills in a complex and volatile environment. One example of this is the establishment of the May 12 Earthquake Disaster Response Research and Training Center of the Institute. Immediately after the magnitude 8.0 earthquake occurred in Wenchuan County of Sichuan Province on May 12, 2008, the Institute tracked the whole process of post-disaster response and reconstruction to accumulate and aggregate the related data and information. Numerous valuable and influential academic research results arose from analyzing and citing this comprehensive first-hand information. Under the auspices of the provincial government, the May 12 Earthquake Disaster Response Research and Training Center was set up in 2012 with the primary functions of sorting out the practices and methods of averting natural disasters, systemizing the knowledge of disaster emergency response and supervising the management of post-disaster reconstruction. The specific training programs that resulted are highly applauded for their precise targeting of the urgent needs and demands of public management practitioners.
Research is a pillar in SAI’s development. In the past decade, the Institute has specifically completed 16 research projects supported by the National Social Science Foundation and 34 provincial research projects, undertaken 130 different specialized research projects and 1,114 provincial and prefecture level survey projects,  and published over 1,560 academic papers and 103 books. In addition, we have been awarded around 40 provincial and national prizes.
SAI highlights its role as a think tank for government, promulgating policies and drafting strategic plans for the economic and social development of Sichuan province. The Institute has an internal department of policy and decision-making consultation with a group of faculty members officially appointed as decision-making consultants by the provincial government. The department is responsible for transforming the relevant teaching and research achievements into practicable policy proposals.     
The education programs provided by SAI are multifaceted: apart from executive training, the Institute also engages in graduate education. Authorized by the Academic Degrees Committee of the State Council of P.R. China, SAI is entitled to confer the academic degree of Master. The Institute currently has the Authorization of Master’s degree in three First Level Disciplines of politics, applied economics, and Marxist theories, and the Authorization of Master’s degree in two Second Level Disciplines of Marxist philosophies and political economics.
SAI regularly publishes its research findings. The Journal of Theory and Reform (bimonthly)is an international scholarly publication whose aim is to exchange views and discuss topics on political theories and philosophies. It is ranked as one of Chinese Core Journals and indexed by the journal list of the Chinese Social Sciences Citation Index (CSSCI). The Journal of Sichuan Administration Institute, certified by General Administration of Press and Publication, Radio, Film and Television, is issued nationwide.
The library of the Institute collects over 570,000 volumes of books, more than 1,000 Chinese and foreign-language newspapers and periodicals. It is highly digitalized, equipped with over 540,000 volumes of electronic books, and 28 databases. The database of the May 12 Earthquake Disaster Response Research and Training Center includes more than 10,000 pieces of information from over one million sources, among which 60 percent are original and exclusive.
Introducing advanced international experience and practices is an essential component of the daily operation of SAI. The Institute proactively expands its links and partnership cooperation with various universities and institutions around the world. It aims at developing government leaders who possess a wide-ranging knowledge and understand the global context, learn from a variety of governance models in different countries, and are able to relate international advanced practices to specific local situations while building capacity by benchmarking leadership practices with their counterparts around the world.
SAI is experienced in providing training services for senior civil servants and business managers from other countries. In the past, the Institute has held numerous training workshops focusing, among other topics, on Sichuan’s economic policies, the practice of urban and rural integration by Sichuan province, and innovative social management in Sichuan province. The success in training has attracted many well-known domestic and international news agencies to report on the innovative training model and experience of the Institute.  
SAI continues its efforts in promoting quality training, research and policy consultation and, guided by the theories of Scientific Outlook on Development, strives to build itself into the leading provincial administration institute in China.
